Merge hold conflict

What it means

The merge hold is not in a state that allows this change.

Example detail messages returned with this error:

• This hold was already released (released).
• A released hold cannot be changed; create a new one.
• That pull request is already exempted from this hold.
• A live hold from this source already exists.

What to do

List the holds (GET /orgs/{org}/merge-holds?state=all) and act on the current state: a released hold cannot be released, extended or overridden again. Set a new hold if merges must be held again.
