What it means

The operation needs an active dependency-proxy takedown, and this one is requested, lifted, rejected or cancelled. Nothing was changed. Operator API only.

Example detail messages returned with this error:

• This takedown is requested; only an active one can be lifted.

What to do

Re-read the takedown. A requested one is not denying anything yet (cancel it instead); a lifted one needs no lift.
